Arson and explosion investigations pose unique challenges that demand specialized knowledge and skills. On Friday, December 12, 2025, from 6 to 9 pm, at the American Legion Dudley-Gendron Post, 156 Boston Rd, Sutton, MA I will be presenting a comprehensive course to the Massachusetts District 7 Firefighters, drawing on the insights from my books Burn Boston Burn and Bang Boom Burn. This training will equip firefighters and investigators with practical strategies to handle complex arson and explosion cases effectively. I will have books for sale at special holiday pricing, and of course, I will sign them.
Please pass the word along to the 28 cities and towns that comprise District 7.
The following sections outline the key topics and teaching points that I will cover, providing a brief roadmap for arson investigators.
The Importance of Continued Training and Testing Hypotheses
Fire investigation is not static. New techniques, technologies, and case studies constantly reshape best practices. Continued training ensures that firefighters stay current with evolving methods. This course emphasizes the need to test hypotheses rigorously rather than relying on assumptions. Investigators will learn how to approach each fire scene with an open mind, gather evidence systematically, and validate theories through scientific analysis.
Testifying as an Expert Witness
One critical skill for arson investigators is the ability to testify clearly and confidently in court. The course will cover how to prepare for expert testimony, explain technical findings in understandable terms, and withstand cross-examination. Real-world examples from serial arson cases will illustrate how expert testimony can influence trial outcomes.
Challenges in Serial Arson Cases
Serial arson cases are notoriously difficult. Fires may appear unrelated, and motives can be elusive. Attendees will explore the psychology of serial arsonists, including common behavioral patterns and motives. Profiling techniques will help investigators connect seemingly isolated incidents and build stronger cases.
Understanding Conspiracy and Large Loss Investigations
Some arson cases involve conspiracies or result in significant property loss. The course will address how to identify signs of conspiracy and coordinate investigations involving multiple agencies. Handling large loss investigations requires careful documentation and collaboration with public and private partners.
Building Public and Private Partnerships
Successful arson investigations often depend on strong relationships with outside sources such as law enforcement, forensic labs, and federal agencies like the ATF. Attendees will learn how to leverage these partnerships to access resources, share information, and enhance investigative outcomes.
Navigating Paperwork and Reporting Systems
Accurate documentation is essential. The course will highlight common issues with NFIRS and other fire reporting systems, emphasizing the importance of detailed and consistent paperwork. Proper records support legal proceedings and help track trends in arson activity.
Corroborating Confessions and Unique Case Studies
Confessions alone do not guarantee convictions. Investigators must seek corroborating evidence to confirm the truthfulness of statements. The course will examine the unique Mr. Flare case, discussing whether such a case could occur today and what lessons it offers for modern investigations.
Forensic Techniques in Arson Investigation
Forensics plays a vital role in determining fire origin and cause. Topics include:
Origin and cause analysis
Sample testing for accelerants
Latent fingerprint recovery
Voice analysis in suspect interviews
Where you may find DNA at your scenes
These techniques provide objective data that strengthen investigative findings.
Investigative Techniques: Surveillance and Interviewing
Effective investigation requires more than evidence collection. Surveillance, undercover recordings, and skilled interviewing techniques help gather information and establish probable cause for search warrants. The course will provide practical guidance on these methods.
Using Criminals as Witnesses and Trial Preparation
Sometimes, criminals become valuable witnesses. Preparing them for trial involves understanding their motivations and ensuring their testimony is credible. Attendees will learn strategies to work with such witnesses while maintaining case integrity.
The Role of Fire Science in Origin and Cause Determinations
Fire science disciplines such as fire dynamics and fire chemistry are crucial in understanding how fires start and spread. The course will explain how these sciences inform origin and cause determinations, helping investigators avoid common pitfalls.
Post-Blast Investigations and Bombing Scenes
Arson investigations may include bombing scenes requiring specialized post-blast analysis. Techniques for examining debris, identifying explosive residues, and reconstructing events will be covered to prepare firefighters for these complex scenarios.
Difficulties in Arson-for-Profit Investigations
Arson-for-profit cases involve financial motives and often sophisticated schemes. Investigators must navigate challenges such as insurance fraud and hidden ownership. The course will discuss approaches to uncovering these cases and building strong evidence.
